You can use all the ports on a 48 port PoE switch (we have 3750's) with 
7970's if you limit the power.

interface FastEthernet1/0/1
  power inline consumption 6700

Sets it to a max of 6.7watts, which on the 7970 means that the display 
is half brightness.  Our users never saw full brightness on their 
phones, and we limit the power on 24 port switches as well (so that 
there aren't complaints of "his phone is brighter than mine!").

We're running;

I think this was the first release that supported the power inline 
consumption command.
