[cisco-voip] router can't seem to handle even 1 call

I have a 1760 here in my lab. As soon as I make 1 SIP based phone call to a
proxy on the WAN side if it the CPU spikes to 50 + % and the jitter jumps to
an unusable state with MOS down to 1.0 and less. When I hang the call up and
give it a couple seconds everything goes back to normal CPU to 5%, MOS to
4.40 jitter almost non existent. My question is why would this happen with
only 1 call? I was playing with NBAR and QoS but I removed all service,
policy and class maps completely and this still happens. Any ideas out
there?
