I use SOX on linux to convert to the correct file format.  
 

PCM File Requirements for Custom Ring Types 

The PCM files for the rings must meet the following requirements for
proper playback on Cisco IP Phones: 

* Raw PCM (no header) 

*8000 samples per second 

*8 bits per sample 

*mu-law compression 

*Maximum ring size-16080 samples 

*Minimum ring size-240 samples 

*Number of samples in the ring evenly divisible by 240 

*Ring starts and ends at the zero crossing. 

*To create PCM files for custom phone rings, you can use any standard
audio editing packages that support these file format requirements.

There's no cap I'm aware of.  I've built ringer lists in upwards of 80.

 
Do keep in mind there is a limit to the length of a clip you can use - I
believe it's about 2 seconds.

We are beginning to expand our Cisco network to our executives and one
of the first questions they asked about was using our artists songs as
custom ringers.  I was wondering if there is any cap on the amount of
ringers that we can put on the system or if it is dependant on the size
of the HD?
