Assuming CallManager 4.x or higher, this is where the Unassigned
Directory Numbers come into play. When an employee leaves the
organization click the "Remove from device" button for that person's
extension. This doesn't actually delete the DN, it just removes it from
the physical phone. Modify the DN settings to forward to the customer
service queue. When ready to remove this forwarding, delete the DN using
the Route Plan Report menu.
No DLUs are consumed for this function in 5.x.

I have managers who want to forward extensions that were assigned to
former employees to our inbound customer service queue until that number
is reassigned to a new employee or they feel that it isn't needed any
more. I think it is until it reassigned because if it isn't, it will
just be forgotten. Are additional CM licenses required for this since I
have to have a profile for each number to forward? Is there a better
way to do what they want?
