I had them do this for me once but it wasn't easy.  We were a shop that 
was constantly buying licenses because all of our agencies had their own 
budgets.  We were up to like 10-11 files and it just becomes a headache 
when trying to keep track of things.    If you ask they should be able to 
do it.

Can you email licensing at cisco.com and request your 23 .lic files become 1 
.lic big file? Will they  consolidate licenses upon request? I’ve never 
tried this but have wanted to ask this question.

OK, installing a new cluster, decent sized customer, 3 CCMs 60 3rd Party 
licenses, just under 1000 device count licenses...

I have 23 PAK numbers...

So, that means I have to go through the license step 23 times... entering 
the MAC address each time, entering the user information, each time... 

Then, once I get all of the license files, I need to upload the 23 
licenses to CCM, one by one... 

Does Cisco have some method whereby I can go to a page, enter all 23 PAK 
numbers, the MAC once, the end user info once and get ONE license file for 
the lot? 

Or even just let me upload a zip file of licenses to the server (like 
IPCCx lets you...)

This is madness...
