[cisco-voip] Localization

Czech (Czech Republic) and Slovak (Slovakia) user locales are not available for Cisco Unified CallManager 4.0. They were first introduced in Cisco Unified CallManager 4.1.
 
Hint: You can install Cisco Unified Communications Locale Installer 4.1.3.4100 on Cisco Unified CallManager 4.0 but do not expect TAC support due to the version mismatch.
