[cisco-voip] VOIP Dial-Peer digit strip

If you are using the 'translate-outgoing' command this is the old  
method of translation rules that was very limited.  You need to be  
using a voice translation-profile/rule combination and then apply the  
profile to the dial-peer with the command 'translation-profile  
<incoming/outgoing> <name of profile>'.
