[cisco-voip] VG224 T38

Our Gateways work now with the following configuration

IOS: 12.4.8 (12.4.13 did NOT work)

Adding the following commands:
no mgcp fax t38 inhibit
mgcp package-capability fxr-package
no ccm-manager fallback-mgcp

And everthing worked.
