This is a TACACS problem.
If you have this line in your CCME box
aaa authorization config-commands
You will encounter this command. This will also
prevent any non-TACACS authenticated login from making
any changes to the router meaning no end user speed
dials, no customer web admin, nothing.
Remove this command and you should be okay...waiting
on response from TAC for a workaround.
