In addition to that, the config will designate one gateway as the network side and the other as the user, also one would provide clocking and the other will receive.
This would look like:
Network side router:
controller T1 0/1/0
clock source internal
pri-group timeslots 1-24
interface Serial0/1/0:23
no ip address
isdn switch-type primary-ni
isdn protocol-emulate network
isdn incoming-voice voice
no cdp enable
User side router:
controller T1 0/1/0
pri-group timeslots 1-24
interface Serial0/1/0:23
no ip address
isdn switch-type primary-ni
isdn incoming-voice voice
no cdp enable
You will then have PRI configured and running (verify by 'show isdn status') and you can put some dial peers in place.

Make a PRI/T1 crossover cable by taking pins 1,2 to 4,5 and pins 4,5 to 1,2 respectively. (ie, you are just crossing two pairs).

Definitely, you have to loop back two PRI interfaces by a cross PRI calbe.
