On my AD2003 server Users is a container, not an organizational unit
so you're close but not quite there.
Either use:
distinguished name: Administrator at voicelab11.com
user base: cn=Users,dc=voiplab11,dc=com
OR
distinguished name: dn=Administrator,cn=Users,dc=voiplab11,dc=com
user base: cn=Users,dc=voiplab11,dc=com
I'd go for the first one personally. Your original mistake was the
cn=Administrator. Administrator is the distinguished name, not a
container.
