You should be able to run more than 2500 phones on each server, but the
problem you will run into is when they start to register, it might take a
bit longer. You definately need a backup subscriber, but this can be your
TFTP server. If you're in a financial pinch you can probably get away with 1
pub, 1 sub and 1 TFTP server to act as a backup sub.
