Actually, a 4006 should be able to power a 7961G, but not a 7961G-GE
(gig phone). The gig phones require the higher wattage and IEEE.

I just answered my own question. watts are not the issue but the IEEE
power
standard used by 7961 is not supported on the 4006. Please disregard
this
post.

AM power 7961 phones?
I just recently discovered that my 7961 phones will not power up from
our
4006 switch because they consume twice the power as 7960s and my
switchport
are only set to deliver 6.5 watts of inline power. Can the 4006 deliver
13
watts or is it 6.5 watts max a hardware restriction? If I can, are there
other commands I need to issue aside from "set inline power"? I also
included the power environment settings below.
My attempt to update the port to anything above 6.5 watts fails:
> (enable) set port inlinepower 3/12 auto 13000
Failed to set the inline power for port 3/12 to auto with maxWattage
13000
