I'm not able to see the details of the bug.  Information contained within Bug ID CSCsk29702 is currently under review for publishing on Bug Toolkit and will be available soon... 
 
Regardless I know your word is as good as gold.  Problem is the server is in Houston where 95% of all other phones registered to it are CST.  Is there any workaround you can think of?  If I change the time on the server of course this is going to cause problem for the other devices.  I don't know if I want to mess with changing the time and time zone on the server and compensate by changing the date/time group timezone for CST devices.  That sounds like a headache and I'm not even sure if it would work.
 
If you have any suggestions they are welcome although it looks like there may not be a workaround.  Do you know when a fix is going to be available?

Please have a look at CSCsk29702 in Cisco Bug Toolkit on Cisco.com.

The fix was not committted to CM 4.1 so the only recourse is to manually adjust the server clock.
