[cisco-voip] MPX 2.0 consumes all available web licenses by default when a meeting is started..

Got a MPX 2.0 install.

They have 20 Voice and 6 Web licenses. The first meeting they schedule
(there is no option to create a voice-only meeting) if six users or
less consumes web licenses, even if they have no desire to use the
web. If they have more than six participants it says 'not enough web
licenses' and lets them choose a voice-only meeting.

Why?

We want it to, by default, set up a voice-only meeting, leaving the
web ports free for those who need them.
