I thought Callback was only triggered when you reached a busy signal, but I admit I have not looked at that feature in years.  I'll give it a try.

enable callback.  if you are calling the party and they are not answering you will get the callback button.

otherwise presence (CUPS, CUPC, BLF, BLF Call Lists on 3rd gen phones 7941,61,70,71, etc.) will show the onhook/offhook/ringing status of the other party.
