Definitely not true. 4.5 is based on 4.0, with some features taken out. You lose HA, Expansion Servers, CoRes but not anything else i can think of(also direct uprgade from 3.5 or 4.0 to 4.5). The admin enhancements are in 4.5 as well (configuration of route points via axl, teams on appadmin etc.)
