[cisco-voip] Annunciator.xml config for alternate locales

Does anyone have any experience with using multiple languages for 
annunciators?  I've installed network and user locale files and the phones 
work ok, except when a user in The Netherlands dials an invalid pattern, the 
annunciator is British English.  The locale installers come with translated 
annunciators but I can't find information on how to update the 
annunicator.xml file to point to different .wav files.  Any ideas?
