I have the same issue right now with a remote site connected over MPLS. I assume my telco provider is not honoring their service levels. In the past this has always been attributed to loss of keepalives to the IP phones. So, it's most likely that signaling traffic is getting dropped in the cloud. What is your topolgy? You might need to tweak QOS or yell at your SP. Also, if you are talking about a remote site, what is the round trip delay?

Does Temp Fail during a phone call means the SCCP message(s) to the CallManager(s) fails? Such as when packets are lost for whatever reason..
