[cisco-voip] Real-Time Information Service is not responding

Start->Run
services.msc

then the service name has varied a bit:
Cisco RisDC
Cisco RIS Data Collector
Cisco Real Time Information Service Data Collector

or if it had to be manually registered (not normal) it would take on  
the name of the .exe, risdc.exe
