[cisco-voip] attendant console problem ccm 4.1.3

hi

i got ccm 4.1.3  and trying to install attendant console for the operator

operator has 7960 ip phone (DN= 5082)

i cretaed     < ac > user in the global directory and checked the box  >> Enable CTI Application Use and Call Park Retrieval Allowed  .. also associated this user with  7960 ip phone number 5082 and attendnat console pilot number 5098.

also i created a attendantconsole  pilot number which is 5098
and created hunt group  . and add  attendantconsole pilot number as a member of this hunt group(5098)
and also i installed console client into the operator pc/ i can login to attendant console program and also i can see directory is ok ..but when i try to dial any extension i got an error ' no lines available  to make a new call' 
also if i try to call  5098 from any ip phone the call fails and gives busy signal

any idea pls. also i can share printscreens if anyone needs.
