[cisco-voip] changing behaviour of un-registered phone

I recall a while back there was some changes to the behaviour of an unregistered phone. The default I believe is to send it to the CFNA configured of the phone. I'd like to be able to route a number of phones if they are not registered but I want to read more about it to see what the caveats are.
