[cisco-voip] DTMF to Unity stopped working after CCM upgrade

Unity version 4.0(5) - TSP v 8.2.1
CCM version 5.1.1b...

If users just hit the messages button on their phones, Unity will not
get DTMF... (problem existed with TSP 8.1.2, I upgraded to 8.2.1, no
fix)... If they go off hook and then hit messages, DTMF works fine.

DTMF also works fine for all inbound calls from the PSTN...

Phone load is 8.0.4 for the 7960s... (all are 7960s...)

Any ideas?
