[cisco-voip] CCM 5 and Exchange 12

I have a customer that is running CCM 5 and Exchange 12 for VM. 3 sites
in a centralized cenario. Only the Main site has voicemail. When any of
the other 2 sites call the main site's VM, it just gets a fast busy
tone. I tested and it come as G.729, although in the respective regions
VM is set to G.711. Any ideas?
