[cisco-voip] CME - Call forward "unavailable"?

Hi!
I have a CME, with some phones hanging unregistered in the air after a 
power failure.
They have voicemail (a third party H.323 voicemail app, from 
Stonevoice), that's based on
call-forward busy and call-forward noan
settings in the ephone-dn config. However, with the unregistered phones, 
Call forward noanswer does not kick in (redirecting to voicemail), but 
instead "Unassigned number" is sent back to the (external) caller.
Is there a way around this?
b) how to troubleshoot 7906 (7911) phones that for seemingly no reason 
whatsoever do not re-register to the CME? And only *some* of them do 
not. Others are reregistered happily.
