You don't. When you upgrade the server the inactive partition becomes
the active with the new SW, whatever you upgraded to. After the upgrade
the inactive partition will have the version you upgraded from. But in
either case you do not install CCM directly on the inactive partition.

I have a clean CM 5.1(2) server built.  CallManager is installed and
running on the Active partition.  Nothing is installed on the Inactive
partition.  How do I install CM on the inactive partition??
