We have separate trunks - one set for local & 800 service, and one set
for long distance and international calls. The trunks that service our
long distance and international calls are provided by a state run
carrier (the Iowa Communications Network). Since it's state run we get
decent rates (presumably due to bulk purchases from the national LD
carrriers, possibly some tax subsidies as well). Regulations prevent
the state-run carrier from providing local service so we buy that from
the local incumbent carrier.
