[cisco-voip] SFTP to billing server frequency

Actually I seem to remember that the time you update the parameter  
has a lot to do with when the files are uploaded to the SFTP server.

CM should upload the files as they are created (IIRC).  So if you set  
the parameter to make 12 hour files, then 12 hours from when you  
update the parameter the files will be copied up from the sub, and  
then sent on the SFTP server.
