I think I got it - some of my block patterns do not have the network-escape-does-not-exist so that's why it's a potential match.

Subject: why digit collection continues with 91010 calls
As you can probably summize, I'm trying to track down why I can enter the following digits:
9-10-10-925-1-416 and only get error tone when I enter the 13th digit.
I get ExclusivelyOffnetPotentialMatchesExist until the 13th digit until I get NoPotentialMatchesExist
All my route patterns have the "transit network escape does not exist" so I don't see how this could be a valid call. I'm using route filters for all my route patterns, which I think takes care of valid area codes. This is the only thing I can think of, since it accepts 12 digits. I'm guessing it's thinking I'm dialing
9-1-010-925-1416
Does it have to wait until the whole number is dialed before it figures out that 010 is not a valid area code?
