Yes, my electronics teacher in 8th grade used to tell us "you can let
the smoke out, but you can't get the smoke back in".

That's a special feature of all electronics that let you know when they
are toast. I'm afraid you'll have to send it back to Cisco or get a new
one with a full smoke container.
