  The only problem then is training the staff at the remote location to dial long distance for phone calls that would normally be local.

  no, no charge for local calls, but there is a significant monthly charge for each digital trunk.

    But correct me if I'm wrong Lelio, he has to pay per minute on local
    calls.  Or is that only in Europe.

    I know there are regulations involved with doing toll-bypass over IP but

    this is the first time I've heard of someone wanting to purposefully 
    incur tolls by way of VoIP...
