[cisco-voip] Weird ATA issue

Hmm. QoS issue maybe? How about if you default the ATA and remove it
from CCM and put it back. If all that checks out, do they have other
ATAs at remote site that work fine? Maybe swap or have them try ATA at
main site with CCM to see if same thing happens local.
