[cisco-voip] restricting call forwarding from SRST

I'm trying to restrict call forwarding when SRST is active and I'm not sure how to do it.
>From what I gather, the default is that anyone can forward to any number, but the calling party can only reach that forward target if it is in their CoR list.
However, that only seems to work from onnet phones. When I call the number that is forwarded from the PSTN, the call proceeds. I have confirmed that I cannot call the number directly from either the number that is being forwarded nor the PSTN line (CUE Autoattendant).
Something is fishy.
