[cisco-voip] adding CCME user speed dials

I was under the impression that users would be able to
add their own speed dials to their phones through
their personal CCME web GUI page. It isn't working.
Anybody have a clue what I'm doing wrong. I hope I
don't have to manually configure speed dials for everyone.
