[cisco-voip] DevPackage 38.1 doesn't have DST2007 updates?

I installed DevPackage38.1 and noticed my third generation 79X1 still
run 7.0(3.0S) firmware.

 

Why wouldn't a device package released last week not have the DST  2007
update and 8.0(4)SR3?

Cisco Unified IP Phone models 7906G, 7911G, 7931G, 7941G, 7941G-GE,
7961G, 7961G-GE, 7970G, and 7971G-GE (SCCP and SIP). New DST rules are
present in the following phone firmware releases: 8.0(4)SR3 and 8.2(1)
