[cisco-voip] IPCC Upgrade to 4.0 locked up on 'loading 4.0license....'

The bizzarre thing is that it took TAC 3 hours to send me this...

Yeah, we need a file repository... with scripts (like this one), and the
apps that make stuff work (DBLHelper, TranslatorX, etc) that Cisco hides...

For example, the Cisco CCM SDK to implement the cool features... that is
kinda hard to find on Cisco's web page...
