We do this by having a separate partition and route pattern for
emergency calls in the "internal+emergency" calling search space for the
devices on each site, this partition is not added to the calling search
space on the user device profile.

When a user logs into a phone the combined calling search space will
match the device's calling search space for emergency calls and the
route pattern will route to the specified gateway.

Regards.
