[cisco-voip] Cisco DST CCM 5.1.1 confusion

The Field Notice says that 5.1.1 fixes the bug CSCsf07523

But that bug says the fix is to change the time manually...

So, if I upgrade someone from 5.04 to 5.1.1 is anything DST-related actually
fixed for the US?

Cuz the manual time change is NOT a workaround that customers will accept.
And they shouldn't.
