[cisco-voip] FTP Service on CCM

I cannot count the number of times I have dropped an IOS into a remote CCM
TFTP path to upgrade a router...

Realistically, adding new services to CCM is probably a bad idea, but there
is nothing wrong with using the existing services for other things...
