If you're upgrading firmware and you're doing it at the individual phone 
level then you can't be logged in.  (Meaning, you update the Phone Load 
field for the individual phone)

If you're doing a mass-upgrade by updating the System > Device Defaults 
page and then do resets, then it doesn't matter if the user is logged in 
to EM or not.
