You should be looking for SNPP (Simple Network Paging Protocol, or the older analog modem TAD) to SMS interface to the mobile operator for guaranteed delivery. You don’t want SMTP to SMS for reliability reasons. I’m not sure what IPcellerate and others use -jason

IPCelerate can do the call-outs I believe.. not sure about the SMS stuff though.

Do you need a call-out to different numbers with a pre-recorded message or something?
