If you look at a sniffer trace with what time is the CCM sending out in
the time update packets to the phone?

We're in the same boat. Running 4.1(3)sr2, with OS
win-OS-Upgrade-K9.2000-4-3a-sr9, which according to FN 62669 should
include the DST patch. Using DevPack 39 plus 8.0(5) load for 7940/7960.
Time on the Call Manager servers is correct, but the phones (same models
as Cathy's) are an hour behind.
