[cisco-voip] 7970s not showing correct time

Restart won't fix it in my experience. One of my phones I had moved
from another cluster to this one and was still showing the wrong time
until I reset it (to change locales).

to have the incorrect time. Doing an actually reset within CallManager
however resolved the time issue. I didn't test a "restart".

OK, just did a reset through CM for some of our west coast phones, and
when they come back up they're good.
