[cisco-voip] OS DST patch not running on 2000.2-7sr7 MCS

Anyone have issues with the standalone OS DST patch not running? It is complaining about not finding a correct MCS upgrade version to install with. Server is on OS 2000.2-7sr7.  We have redownloaded the installer file and same thing. I installed it on my lab server fine. I checked mcsver.exe and it shows right version and registry values match.
