[cisco-voip] DST Patch didn't update TypeTimeZone table?

My understanding is that this patch should be installed on the publisher
only. After installation, the Publisher will restart. Once it's up and
running just restart all your subscribers in the cluster.

I had a TAC engineer requested to un-install
ciscocm.4-1-3-2007-DST-Update.1-0-1.exe

Seems a little unusual, I would edit the SQL Table as a last resort.
This customer had a single database in SQL Enterprise Manager.

I have the same problem happening on our system. Still waiting on TAC's
resolution. (our phones are displaying the correct time because we
modified the time-zone manually....until TAC finds the problem for
us...)
The log file clearly indicates that the last thing I did was apply the
DST 1.0.1 patch to the publisher - The TypeTimeZone table did NOT
update.
Just now, on my test system, I re-applied the DST patch, and that
finally udpated the table after a reboot - and NOW the 2 phones in test
are displaying the correct time.....I do NOT understand the
difference....
The recommendation out there is to manually modify the TypeTimeZone
table - If I don't hear from TAC soon, I'm going to go ahead and change
this manually - but need to schedule some downtime...

I have a customer whose 7940/7960s didn't update, the final
update applied following the Field Notices step-by-step was
ciscocm.4-1-3-2007-DST-Update.1-0-1.exe

Completed Successfully, however checking the SQL Table TypeTimeZone on
publisher didn't change to the new values. The operating system time and
everything else looks good. The log file timestamps show nothing was
