[cisco-voip] Unity 4.2 Public Distribution list - cannot add subscribers

Re-run the 4.2(1) permission wizard and bounce Unity. There's a check
box in there that you have to check for it to set the permission you
need to add/modify PDLs. If you don't check that when you run PW, Unity
won't let you do it from SA.
