You can centralize your gatekeeper, I would divide the zones so that each
cluster gets admission for the bandwidth it is requesting... the problem, of
course, is that zone bandwidth end-to-end will be denied...

You also need to modify the BRQ Enabled service parameter in CCM to True to
ensure it can dynamically change bandwidth...
