Its probably due to a registry problem, if a service fails to start it
has a counter in the registry, ask TAC to explain where to reset the
counters.

The issue was in fact due to the wrong script being called in the
application for some reason.  It reverted back to an old one which did
point to the prompts in the correct location and all is well.

Not sure why or how the mix up happend, I don't believe it was due to
user error as it was working before the upgrade, and then stopped
working right after.

Who knows but its all good.  Still have one major issue though and
that is with my secondary IPCC server stuck in some weird reboot loop
if you will.  Server boots up, then within a couple of minutes you get
a windows shutdown notice due to the CRS node manager failing.
Vicious loop at this point and hoping TAC has some idea as to a
resolution.
