[cisco-voip] TSP Driver for 5.X

Hate to be the "works on my box" guy but it does.  Windows XP SP2
applied and TSP 5.1(1.1).

I do have an odd "CiscoTSP001.ts[]" appearance though.  The [] is a box
like you'd see for a special character that can't be printed.  Even
uninstalling the TSP software won't get rid of it.  In addition to this
I have the working "CiscoTSP001.tsp" entry and can click on the
"Configure" button and configure everything.
