[cisco-voip] Third Gen Phone Load 8.0(4)sr2 deferral?

The40/60s didn't have to be updated as they get time from CM.  the 41/61
needed the newer firmware due to the Java update for the time change.

I have a large number of customers with 7940/7960 phones running
8.0(4.0)sr2 showing the right time that are not "compliant" then!!!!
They finished the DST updates before the revisions and didn't go back
and do the SR3 update.

Probably because it's not DST compliant.
